The Ustara Covenant did not set out to develop a magical tradition. They set out to understand dragons.
This distinction, which Chronicler-Legates will make when asked to explain their practice, is not rhetorical. The tradition the Covenant calls Draconic Essence is not a system of formulas arrived at through experimental design, the way Consortium Arcanism is, nor a sensitivity cultivated through environmental immersion, the way the Kin elemental traditions are. It emerged from centuries of scholars trying to understand what True Dragons actually perceive, and discovering, over generations of sustained proximity, that the effort was changing them.
True Dragons do not experience the world through its surface. Their sensory apparatus extends to what things are at a more fundamental level: the composition and quality of materials, the essential nature of living things, the patterns of change and stability that define what a thing is over time rather than what it appears to be in a given moment. This is not a magical ability in the sense of something rare or unusual, for True Dragons, it is basic perception, as ordinary as a human's experience of color. What the Ustara discovered through generations of proximity is that human physiology, given enough sustained exposure to that perception and enough deliberate effort to use what the exposure offered, could develop a partial version of it.
The tradition that formalized this discovery is Form-category: it works through pattern-recognition and precise, deliberate alteration, through identifying what something fundamentally is and creating conditions that change, strengthen, or refine it. But the Ustara do not experience it as imposition. They experience it as collaboration, understanding a material or a living thing clearly enough that you can help it become more precisely what it is, or what it should be. This is the distinction they draw from Consortium Arcanism's Force-driven architecture, and from what they characterize as the broader category of arcane Transmutation: the Ekhari impose structure; the Ustara work with existing nature.
The True Dragons, when asked for their opinion of the Ustara's tradition, have given responses that the Covenant chronicles carefully and declines to interpret publicly. One response, from a dragon who has been partnered with the same sept for eighty years, characterized the Ustara's Draconic Essence as "a very promising beginning." The Covenant's scholars have been parsing that statement for two generations.
The three Expressions of Draconic Essence correspond to what the practitioner does with their essential perception:
- Discern, the perceptual face; reading what things fundamentally are, beneath surface appearance. What is this material composed of, and what has happened to it? What is this creature's true nature? What Form-tradition workings are currently active in this area, and what do they mean?
- Temper, the material face; working with fundamental properties of substances and objects. Strengthening or weakening essential qualities, refining composition, transmuting material nature at the level of what something fundamentally is rather than what it appears to be.
- Alter, the living face; applying draconic understanding to living things. Correcting fundamental imbalances, sharpening or diminishing essential qualities, and at the tradition's furthest reach, the deliberate transformation of living nature itself. Covenant practice restricts this Expression to willing subjects; the dragons' opinion of unwilling Alter workings is on record, in several chronicles, in unambiguous terms.
Most practitioners develop Discern and Temper in parallel; they are foundational and mutually reinforcing (understanding a material precisely makes Temper more effective; working with materials deepens Discern's accuracy). Alter develops later and more carefully; most Chronicler-Legates do not reach its furthest applications within a single career. All three Expressions draw on the same Odd Talent pool.
System Integration
Draconic Essence as an Odd Talent
Draconic Essence functions as an Odd Talent per Core Part 4. All standard Odd Talent rules apply:
- The roll is: Governing Attribute + Draconic Essence (+ Focus if applicable)
- Draconic Essence dice are purchased from the Talent budget at character creation, or improved through Advancement at the standard Odd Talent cost (Governing Attribute × 2 XP for a new Tradition at 1D; current value × 2 XP to improve)
- Maximum Tradition rating: 5D. Maximum Focus rating: 3D
- A character may use any of the three Expressions with the same Odd Talent pool
Governing Attribute
The governing Attribute is chosen at character creation and is permanent.
Wit is the standard governing Attribute for Draconic Essence. This is a tradition of understanding and precision, the practitioner perceives fundamental patterns accurately by bringing sustained analytical attention to them, not by forcing them into compliance. Covenant teachers consider Wit governance the tradition's natural expression, and the Ustara's extended Wit ceiling (maximum 6D rather than standard 5D) makes a veteran Chronicler-Legate the tradition's practical ceiling among human practitioners.
Body governance is possible and exists in Covenant practice, typically among practitioners whose development was less formally directed. A Body-governed Draconic Essence practitioner works through physical sensation and instinctive resonance rather than analytical attention. The results are real but less precise, Covenant culture considers this approach "unrefined," which is a professional judgment rather than a dismissal. Body-governed practitioners tend to excel at Temper and struggle with Alter's precision requirements.
Note on the Tradition's Ceiling: The True Dragons who partnered with the Covenant practice a version of this tradition at a scale and depth that makes even a veteran Wit 6D Chronicler-Legate's capacity look, by documented draconic characterization, like "a very promising beginning." The tradition's human expression is bounded by human physiology in ways that centuries of development have only partially addressed. The Ustara chronicle this situation accurately and without evident distress.
Access
Ustara Lineage (standard): Draconic Essence is granted at 1D at character creation through the Ustara Lineage Power Access perk. All three Expressions are fully available. This is the primary and natural access path.
Chronicler-Legate Profession: The Chronicler-Legate (Ustara, Wit, Mystic) has Power Access: Form tradition, which maps directly to Draconic Essence. A Chronicler-Legate who is Ustara begins with 2D in Draconic Essence (Duplicate Access, see below). The Chronicler-Legate is a lineage-rooted profession; a non-Ustara practitioner cannot hold this role under standard catalog rules.
Duplicate Access: A character with both Ustara Lineage Power Access and a Profession granting Form tradition access begins with 2D in Draconic Essence at no additional cost.

All Expressions share the same pool. Pattern Fatigue triggers after any roll and persists until Short Rest or active recovery. The Dragon Shard Focus suppresses Pattern Fatigue for purely observational Discern applications under the conditions noted in the Focus entry.
Expression: Discern
A Chronicler-Legate looking at a mountain range does not see what other people see. They see composition, what the rock is made of, where the seams run, which formations are old and which are recent, which sections carry stress and which are stable. They see history, what has changed here, how long ago, what force was responsible. They detect active Form workings, residual signatures of previous high-intensity power use, and the current draconic resonance of an area. Most of this is background. The Legate does not announce it. They are simply always reading.
Discern is the expression that formalizes this capacity into deployable applications. It is the most practiced and most automatic of the three; most Ustara practitioners develop it first and use it most often. A practitioner with years of Discern experience approaches every environment as a continuous low-level assessment, and the Dragon Shard Focus makes this more efficient, suppressing Pattern Fatigue for purely observational work and extending the practitioner's passive draconic sense.

A weapon that has killed a True Dragon; stone formed during a World Gate eruption; wood from a tree that grew through the site of a major Force working at scale.
Dragon Shard: Assess Material is a Free Action once per Short Rest and does not trigger Pattern Fatigue if used solely for assessment (no Temper or Alter roll made in the same scene). This reflects the Covenant's deep training in continuous passive material assessment.

The practitioner perceives the fundamental nature of a creature or living thing beneath its surface presentation. - Threshold 1: Lineage identification, what the creature fundamentally is, including concealed, hybrid, or non-obvious lineage. Whether the creature is what it presents as. - Threshold 2: Active tradition effects, which categories (Force, Resonance, Form) are currently operating on or within the creature, and their approximate intensity. - Threshold 3: Disguised or altered nature, applied transformations, conditions affecting fundamental vitality rather than surface health, and the presence of any Alter workings applied without consent. - Threshold 4: Deep concealment, True Dragon-assisted concealment, extremely sophisticated fundamental disguise, or nature that has been deliberately Altered at the root.
This is perception the practitioner holds internally. Information does not transfer to observers automatically; the practitioner must describe what they perceive. True Form cannot be used to examine oneself.

Ustara Draconic Attunement already detects Form-tradition workings and significant draconic power passively at Far range, Pattern Locate provides the specificity and type-identification that the passive sense does not. It is most useful for distinguishing sources and understanding the nature of unfamiliar workings.

The practitioner performs a sustained, thorough examination of a material, object, or location's fundamental pattern. For complex or significant subjects requiring a roll: - Threshold 3: Complete material composition, full craft history, and all Form workings applied to the material since its formation. - Threshold 4: First Era or pre-Third Era formation history; materials involved in major historical workings; celestial event signatures embedded in formation. The practitioner's astronomical training informs this application directly, material history read against the celestial record that the Ustara maintain.
Dragon Shard: Deep Assessment does not trigger Pattern Fatigue regardless of result when the practitioner carries the Dragon Shard. Sustained draconic resonance from the focus stabilizes extended perceptual work.
Discern Backlash: When Discern produces Backlash, the practitioner receives incorrect or inverted information. A Minor Backlash provides plausibly wrong assessment, the material is what it appears to be; the creature's nature is obscured; no Form workings are detected. A Moderate or Severe Backlash produces actively false information that the practitioner believes accurate until contradicted by subsequent evidence.
Expression: Temper
Understanding what something fundamentally is creates the capacity to work with it precisely. Temper is what a Draconic Essence practitioner does with that precision, not forcing change through applied power, but identifying what a material's essential qualities are and deliberately adjusting them. The adjustment can be additive (strengthening what is already there), reductive (weakening what the material relies on for integrity), or transformative (changing the fundamental nature of the material itself).
Covenant practitioners describe Temper as "helping a material become more precisely what it is" when they strengthen, and "helping a material stop being what it has been" when they weaken or transmute. The language matters to them: the tradition does not impose. It assists, redirects, refines. This is how they distinguish Draconic Essence Temper from arcane Transmutation, which they characterize as a more forceful and less accurate approach. The Ekhari, when they encounter this characterization, disagree on the documentation record. Both cultures are correct that the results are different; what that difference means is disputed.

The material remains its base type; Threshold 3 sharpens and concentrates existing qualities rather than adding new ones.

Worn or held items: contested Wit Save Threshold 3. An object reduced below functional integrity falls apart or ceases to function.
Weaken does not affect living tissue; it is a material working. For living targets, see Diminish Quality (Alter Expression).

The practitioner changes the fundamental material nature of a substance by working with its underlying compositional potential. - Threshold 2: Minor material shift, copper to bronze, sandstone to granite, soft iron to harder iron. Source and target must share compositional relationship; fundamentally incompatible materials (stone to water) cannot be transmuted. - Threshold 3: Significant material shift, common stone to refined crystal, base metal to a precious metal of similar density, raw ore to refined ingot. The practitioner must have Discerned the target material at Threshold 2 before attempting. - Threshold 4: Major transmutation, significant grade shifts within compatible material categories. Extended time (10 minutes minimum). Requires Threshold 3 Discern of the source material. Living materials cannot be transmuted through Temper, see Alter Expression.
A practitioner cannot create materials more complex or rare than they understand. The tradition works through understanding; what has not been Discerned cannot be produced. An Ustara who has never encountered a rare material cannot transmute anything into it regardless of pool size.

The practitioner removes impurities and draws out the essential quality of a material, not changing what it is, but making it more precisely and completely itself. - Threshold 2: Removes impurities from a mundane material; produces the highest natural quality version of that material. An ore becomes the purest extractable metal; a medicinal plant becomes a more concentrated form of its active properties. - Threshold 3: Applies to complex or mixed-composition materials. Removes competing qualities to clarify a single property, a mixed alloy brought to its most stable composition; a toxin refined to its most active compound, or neutralized by refining out the harmful component.
Refine cannot add qualities that are not present. It can only clarify and concentrate what is already there.
Temper Backlash: When Temper produces Backlash, the working applies incorrectly. Strengthen may produce Weaken (or vice versa). Transmute may shift to an unintended related material. Refine may concentrate the wrong component, making a medicine toxic, or strengthening a structural flaw rather than removing it. Moderate and Severe Backlash may misdirect the working toward the practitioner or an adjacent target rather than the intended one.
Expression: Alter
This is where Covenant practitioners tread carefully, and for documented reason. Applying draconic understanding to living tissue, to something in continuous active process rather than stable material state, is a fundamentally different kind of work from Temper's material precision. Materials hold still. Living things push back. Their essential nature includes the capacity to change, heal, degrade, and resist, and working with fundamental qualities in a living system means working in the context of all of that simultaneously.
The tradition's living applications developed after its material ones, and Covenant teachers approach them with systematic caution. The basic applications, correcting conditions that represent a fundamental biological fault, sharpening or diminishing essential qualities temporarily, are well-understood and broadly practiced. The tradition's furthest reach, sustained, deliberate transformation of living nature, is a smaller body of practice, approached with significant preparation. The Covenant's requirement that Alter only be performed with explicit informed consent from the subject is not merely ethical preference. The dragons, whose opinion of this tradition's scope is considered authoritative, have made clear that unwilling Alter workings represent a fundamental misuse of what the tradition is. What the consequences of such misuse may be is one of several things the dragons have declined to specify in the chronicle record.

This is distinct from Flow Expression (Water Tradition), which restores vitality. Restore addresses what has gone wrong at the biological root; Flow addresses what has been depleted. Both are healing; they are different kinds. - Threshold 3: Removes Immobilized or addresses acute systemic damage (severe infection, significant organ disruption). Requires 5 minutes of sustained contact for Threshold 3 applications.
Applied to a resisting subject, Restore is a contested action (subject's Wit Save Threshold 2 at Th2 / Threshold 3 at Th3 to resist) and will not function at Threshold 3 on an unwilling target regardless of roll outcome.

Enhance Quality reflects temporary sharpening of existing capacity; it helps the subject be more fully what they are, not more than they are. A subject with Speed 1D enhanced to Speed 2D for a scene is operating at the upper limit of their current physical development, not beyond it.

Covenant practice treats unwilling Diminish Quality as a weapon. The tradition technically permits it against resisting targets with a contested roll; cultural practice and the relevant recorded draconic opinions restrict its use to situations of clear necessity. The sept's chronicles of practitioners who used it casually are not flattering.

The tradition's most demanding application: making a previous temporary enhancement or diminishment permanent. Requires that an Enhance Quality or Diminish Quality working was performed on the same subject within the past week, and a Full Rest of sustained focused attention on the stabilization. - Threshold 4: The previous temporary working becomes a permanent change to the subject's fundamental biological qualities. This is not Advancement; it is deliberate alteration of essential nature. The effect is stable and does not reverse through standard condition-removal or rest.
Willing subject only, without exception. A practitioner who applies Deepen Form without explicit informed consent has, by Covenant doctrine, violated the subject's essential sovereignty. This is one of the few acts that the sept's partnered True Dragon will comment on without being asked. The records of those comments are available in the relevant chronicles and are not ambiguous.
Alter Backlash: Backlash from Alter is the most consequential of the three Expressions. Minor Backlash: the working corrects the wrong fault, or enhances the wrong Attribute (removing a condition the subject does not have; improving a pool that was not the intended target). Moderate Backlash: the working applies to the practitioner rather than the intended subject; the practitioner is Staggered for the scene as their own biology responds. Severe Backlash: the working produces active biological disruption in the subject, a condition inflicted rather than removed; an Attribute diminished rather than enhanced; or immediate physiological distress. GM determines the specific consequence based on the working attempted.
Signature Focus: Dragon Shard
A Dragon Shard is a fragment of dragonscale, shed naturally during the periodic molting that True Dragons undergo at significant life transitions, formally witnessed and attested by the dragon whose scale it is. The attestation process is not a ritual in the arcane sense: the dragon acknowledges the shard in the presence of the specific Ustara practitioner who will carry it, and the witness creates an attunement between the practitioner's developing draconic resonance and the scale's residual essential nature. The process requires the dragon's presence and willingness. Not all partnered dragons produce witnessed Shards for all sept members, a Dragon Shard is rare even within the Covenant, and cannot be commissioned, purchased, or requested through normal channels.
Mechanically, the shard stabilizes and sharpens the practitioner's Discern capacity by anchoring their perception to a source of draconic essential nature. The dragon's scale was shaped by the same foundational perceptual capacity the practitioner is developing; proximity to it makes the practitioner's own perception more reliable and more precise.
Dragon Shard | Focus | 3D maximum

Observation Suppression: Purely observational Discern applications
(Assess Material, Pattern Locate, Deep Assessment) do not trigger
Pattern Fatigue when the practitioner has made no Temper or Alter
roll in the current scene. Once a Temper or Alter roll is made, all
subsequent Discern rolls trigger Pattern Fatigue normally. The
suppression reflects sustained draconic resonance stabilizing passive
perceptual work; active transformation exhausts a different capacity
and overrides it.
Passive Extension (Ustara only): The practitioner's Draconic Attunement
lineage perk extends to detect active Temper and Alter workings
at Far range, in addition to draconic presence and Form-tradition
workings. Direction and approximate intensity; not practitioner
identity or specific effect.
Focus Acquisition: A Dragon Shard must be formally witnessed by the
dragon whose scale it is, in the practitioner's presence. It cannot
be purchased, commissioned, self-collected (only shed scales carry
the attunement, removed scales do not), or transferred to a second
practitioner once attested. The Shard is specific to the practitioner
the dragon witnessed it for.
Non-Ustara Dragon Shard Equivalents: A practitioner who is not Ustara but has earned True Dragon endorsement through Independent Study may, at the endorsing dragon's discretion, receive a Dragon Shard. These shards provide: +1D to Discern Expression only. No Pattern Fatigue suppression. No passive extension. The endorsement that produced the shard constitutes social evidence that the tradition was formally transmitted, which carries weight in cultures that recognize draconic authority.
Access and Cross-Lineage Notes
Ustara Lineage: All three Expressions fully available from character creation. Dragon Shard provides full benefits.
Duplicate Access: Ustara Lineage + Chronicler-Legate Profession = 2D in Draconic Essence at no additional cost at character creation.
Independent Study (non-Ustara): Draconic Essence cannot be learned through ordinary mentored practice. The physiological resonance that makes Ustara practitioners effective developed over generations of direct proximity to True Dragons; a non-Ustara practitioner works without that foundation and must compensate through sustained study under controlled conditions.
Requirements for Independent Study: - Sustained relationship with an Ustara teacher willing to transmit the tradition (minimum months of direct instruction in the setting) - Explicit endorsement from a True Dragon who has assessed the student's developing attunement and found it sufficient; this is a separate assessment from the Ustara teacher's judgment, and may not follow from it - Governing Attribute × 3 XP for the initial 1D (higher than standard, reflecting both the difficulty of transmission and the True Dragon's time) - GM approval for the narrative circumstances that produced both Ustara instruction and True Dragon access
Non-Ustara practitioners who complete this pathway receive full access to Discern and Temper Expressions. Alter's living-transformation applications (Enhance Quality, Diminish Quality, Deepen Form) require an additional narrative threshold, the endorsing True Dragon must separately assess and endorse the practitioner's readiness for Alter, which is a distinct assessment from the general transmission endorsement. The dragons do not always extend this secondary endorsement, and they do not always explain why.
The tradition is not guarded as a cultural secret. The Ustara do not refuse in principle. They require that students have the capacity to hold what the tradition gives, and the True Dragon's assessment of that capacity is the relevant one. The dragons make their own determinations on their own schedule.
Example Rolls
Example 1, Discern and Temper in sequence
Velindra (Ustara Chronicler-Legate, Wit 4D, Draconic Essence 3D, Dragon Shard +2D Discern) is examining a collapsed aqueduct section. She suspects sabotage rather than structural failure.
She begins with Assess Material, purely observational, no Temper or Alter made this scene, so the Dragon Shard suppresses Pattern Fatigue. - Pool: Wit 4D + Draconic Essence 3D + Dragon Shard 2D = 9D (seeking Threshold 3: material history) - Result: 5 successes. The stone shows stress fractures consistent with a Weaken working applied approximately two weeks ago, concentrated at a single load-bearing point. The degradation pattern is deliberate. She now has evidence and a timeframe.
She moves to Strengthen the remaining structure (Temper Expression) to prevent further collapse before the repair crew arrives. This triggers Pattern Fatigue. - Pool: Wit 4D + Draconic Essence 3D = 7D (no Dragon Shard bonus on Temper) targeting Threshold 2 (enhancement until Short Rest) - Result: 3 successes. The aqueduct section's fundamental integrity is reinforced until Short Rest.
Velindra is now Pattern Fatigued. She does not attempt another Draconic Essence roll this scene. She has what she came for.
Example 2, Alter in a field medical context
Serath (Ustara, Wit 3D, Draconic Essence 2D, no Dragon Shard) is treating a Dura'Kai ally who has been Staggered by a structural collapse during the investigation above. Standard rest is not available; they need to move.

Aldren (Ustara, Wit 3D, Draconic Essence 2D, Dragon Shard) is Pattern Fatigued, he used Strengthen (Temper) earlier in the encounter, and attempts True Form on a creature whose lineage he cannot determine. (The Dragon Shard does not suppress Pattern Fatigue here: a Temper roll was made this scene, ending the Observation Suppression condition.)

(The Dragon Shard's +2D helped him roll more dice, but the Pattern Fatigued Disadvantage made most of them irrelevant. He should have taken the Short Rest.)
