Reflex Talent impact on Initiative

Initiative (12 Combat.md, AX.C.12.01 / Glossary.md):
"At the start of combat, all players roll 1D to determine when they act each Turn. 5 or higher: Act at the Top of the Turn. 4 or lower: Act at the Bottom of the Turn."
This is a flat, single die roll. No Attribute, no Talent, no Focus is added anywhere in the actual mechanic. GM-controlled creatures don't roll at all; they act between Top and Bottom automatically. Initiative is rolled once per combat and holds for the whole fight (per Glossary.md: "Initiative is rolled once per combat and remains constant throughout").
The Problem
Reflexes claims a mechanical relationship with Initiative that does not exist. A character with Reflexes 5D and a character with no Reflexes training at all have exactly the same chance of acting at the Top of the Turn, because the roll never references the Talent (or even its parent Attribute, Speed). "Combat Initiative" as a Focus is doubly strange, since Foci narrow an already-irrelevant Talent's already-nonexistent bonus.
This was caught because it's a clean example of a Definite contradiction by the vault's own continuity standard: one section (04 Talents.md) directly asserts a function that another section (12 Combat.md) provably does not implement. It's logged in Continuity Log.md alongside this proposal.
The Proposal
Replace the flat 1D Initiative roll with a standard Speed + Reflexes Challenge roll, resolved exactly like every other Talent check in the system rather than inventing a new subsystem.
New Mechanic
At the start of combat, each player rolls Speed + Reflexes (their normal pool, Untrained rules apply if Reflexes was never trained) against Threshold 2 (Standard) — the system's own documented default "when none is specified" (AX.C.02.02).
- Meet or exceed the Threshold: Act at the Top of the Turn.
- Below the Threshold: Act at the Bottom of the Turn.
GM-controlled creatures are unchanged: they continue to act between Top and Bottom automatically, no roll required.
This is a minimal, consistent fix: it doesn't touch the Turn structure (Top / GM Turn / Bottom), doesn't touch Reactions or Action Economy, and uses the exact same pool-vs-Threshold resolution every other check in the game already uses. It makes Reflexes (and, incidentally, Speed) actually matter for the one thing the Talent already claims to govern.
Open Question: Wild Die?
AX.C.02.05 states "every Challenge roll includes exactly one Wild Die." For strict consistency, Initiative should probably include one too (explosion = decisively winning the point; implosion = fumbling into the Bottom slot even with good pools). But Initiative is a one-time, pre-combat bookkeeping roll rather than a dramatic in-fiction action, so the added variance/drama might be more machinery than the moment deserves. Recommend playtesting both ways before deciding; the table below is computed without the Wild Die for a clean baseline.
Worked Examples (approximate, no Wild Die — needs rules-testing validation)

*The official Threshold table (AX.C.02.02) lists 6D at Standard difficulty as 75%, which factors in Wild Die explosion; the ~65% above is the plain-dice-only figure, shown for relative comparison across pool sizes rather than as a validated final number. Whichever version ships, run it through rules-testing before it's presented as authoritative.
Compare to the current flat-1D6 baseline: a flat 33% chance to act at Top for every character regardless of build. Under this proposal, an untrained 1D character does meaningfully worse (0%) and a well-built 6D pool does meaningfully better (~65–75%) — which is the point, but it's a real shift in the baseline that's worth explicitly playtesting rather than assuming is a strict improvement.
Why This Works
✓ Fixes the actual dangling reference. Reflexes finally does what its own Description and Focus list already claim. ✓ No new subsystem. Reuses the existing pool-vs-Threshold resolution rather than inventing bespoke Initiative math. ✓ Untouched elsewhere. Turn structure, GM-creature handling, Reactions, and Action Economy are all unaffected. ✓ Threshold choice isn't arbitrary. Standard (2) is the system's own stated default for an unspecified check.
What This Deliberately Does NOT Do
This proposal does not grant bonus actions, extra Reactions, or any Action Economy change for high Reflexes. That idea was raised separately and set aside: Talents cap at 5D ("universal and absolute," AX.C.04.03.1), so a 6D breakpoint isn't reachable by a Talent at all; and every other source of a bonus action in this ruleset (Second Wind, Command, Combat Rhythm) is a rest-limited Progression Track Perk, not a passive, uncapped Talent threshold. Making Reflexes matter for Initiative is a self-contained, proportionate fix; escalating action-economy grants are a different, much higher-stakes design problem that deserves its own proposal and dedicated playtesting if pursued at all.
Playtesting Questions
- Does Threshold 2 feel right, or does it make low-Speed/low-Reflexes characters lose the Top slot too consistently compared to today's flat coin-flip?
- Wild Die: in or out? Does the added variance serve a one-time-per-combat roll, or is it unnecessary ceremony?
- Does this change combat pacing in a way that favors Speed-focused parties more than intended, now that Initiative is a build choice rather than a universal coin flip?
