AX.GM.07.01 - Organizations Index

The supernatural world operates through complex networks of organizations, some ancient, some recent, all with their own agendas. From government agencies to hunter networks, corporate entities to religious orders, these groups shape how humanity interacts with the hidden world. Alliance and conflict between organizations create as many complications as the threats they face.

Each organization dossier contains: Overview, History, Structure, Operations, Relations, Secrets, Professions (with mechanics), and Plot Hooks.

Using Organizations in Your Game

As Employers: Organizations hire characters for specific missions. BUA and Vanguard offer sanctioned authority at a cost of institutional constraint; the Network and Safe Harbor offer flexibility at a cost of resources; Obsidian and the Market offer resources at a cost of ethics management.

As Allies: Provide resources, information, backup. Every organization has capabilities that complement others' limitations. The character's organizational affiliation shapes which alliances are available and what the terms are.

As Obstacles: Block investigations, cover up evidence, oppose party goals. The BUA classifies what characters need to find; the Vanguard resolves situations before they can be understood; Obsidian holds intelligence that would change everything; the Market's fixers manage liabilities that include people who ask too many questions.

As Enemies: Actively work against party interests. Organizational conflicts can escalate from bureaucratic friction to direct opposition when characters' actions cross the wrong lines. The Vanguard's threat designation process; the Market's debt management function; the Courts' response to community violations, each can become an active antagonist depending on what characters do.

As Mysteries: Investigate organizational secrets and conspiracies. Every organization dossier contains Secrets that characters may or may not discover. The BUA's Annex D agreements, the Vanguard's Operations Chief's private assessment, the Aldersham Haunt researcher, the Market consolidator's comprehensive intelligence picture, each is a thread that a campaign can pull.

Open Design Notes

  • Faeborn institutional gap: Resolved. The Threshold Society (13-threshold-society.md, AX.GM.07.13) provides a dedicated institutional home whose mandate, Veil maintenance and inter-faction arbitration, fits the Faeborn's liminal nature directly. Faeborn Wardens and Mediators receive Glamourist at 2D when the Profession grants access.
  • Marked (Shadow-Bound) institutional gap: Resolved. The Sovereign Circle (14-sovereign-circle.md, AX.GHW.07.14) provides a dedicated practitioner community for Shadow-Bound Marked — not criminal, not morally neutral, but willing to work with and manage Hollow entities on its own terms. Mirror organization to the Order of the Warden's Flame.
  • Skinchanger institutional gap: Resolved. The Compact of Lines (15-compact-of-lines.md, AX.GM.07.15) provides a two-tier governance structure: Regional Conclaves handle territorial dispute resolution at the regional level; the Line Registry maintains global pack lineage and territorial records. Two professions: Pack Advocate (Body Save, community/political) and Line Keeper (Wit Save, records/investigation).
